黨的十九屆五中全會通過的《中共(gong)中央關于制定國(guo)民經濟和(he)社會發(fa)(fa)(fa)展(zhan)第十四(si)個五年規劃(hua)和(he)二〇三五年遠景目標的建議》明確(que)提(ti)出(chu)實(shi)施城(cheng)市(shi)(shi)(shi)更新行(xing)(xing)動(dong),這是以習近平(ping)同志為(wei)核心的黨中央站(zhan)在全面建設(she)社會主義現代化國(guo)家、實(shi)現中華民族偉大復興中國(guo)夢的戰略高度(du),準確(que)研(yan)判我(wo)(wo)國(guo)城(cheng)市(shi)(shi)(shi)發(fa)(fa)(fa)展(zhan)新形勢,對進一(yi)步提(ti)升城(cheng)市(shi)(shi)(shi)發(fa)(fa)(fa)展(zhan)質量(liang)作出(chu)的重大決策部署,為(wei)“十四(si)五”乃至今(jin)后一(yi)個時期做好城(cheng)市(shi)(shi)(shi)工作指(zhi)明了方向,明確(que)了目標任務(wu)。我(wo)(wo)們要(yao)(yao)深(shen)刻領會實(shi)施城(cheng)市(shi)(shi)(shi)更新行(xing)(xing)動(dong)的豐富內涵和(he)重要(yao)(yao)意義,在全面建設(she)社會主義現代化國(guo)家新征程中,堅定不移實(shi)施城(cheng)市(shi)(shi)(shi)更新行(xing)(xing)動(dong),推動(dong)城(cheng)市(shi)(shi)(shi)高質量(liang)發(fa)(fa)(fa)展(zhan),努力把(ba)城(cheng)市(shi)(shi)(shi)建設(she)成為(wei)人(ren)與人(ren)、人(ren)與自(zi)然和(he)諧共(gong)處的美麗(li)家園。
一、實施城市更新行動的重要意義
城(cheng)市(shi)是我國(guo)經濟(ji)、政治、文化(hua)、社(she)(she)會(hui)等方(fang)面活動的(de)中(zhong)心,在黨和國(guo)家(jia)工(gong)作全(quan)局(ju)(ju)中(zhong)具(ju)有舉足輕重(zhong)(zhong)的(de)地位。城(cheng)市(shi)建(jian)設既是貫徹落實(shi)新(xin)(xin)發展理念的(de)重(zhong)(zhong)要載體,又是構建(jian)新(xin)(xin)發展格局(ju)(ju)的(de)重(zhong)(zhong)要支點(dian)。實(shi)施城(cheng)市(shi)更新(xin)(xin)行(xing)動,推(tui)動城(cheng)市(shi)結構調整(zheng)優化(hua)和品質提升,轉變(bian)城(cheng)市(shi)開發建(jian)設方(fang)式,對全(quan)面提升城(cheng)市(shi)發展質量、不(bu)斷(duan)滿足人民群眾日益(yi)增(zeng)長的(de)美(mei)好生(sheng)活需要、促進經濟(ji)社(she)(she)會(hui)持(chi)續(xu)健康發展,具(ju)有重(zhong)(zhong)要而深遠的(de)意義。
(一(yi))實施(shi)城(cheng)市(shi)(shi)更(geng)(geng)新(xin)行動(dong),是適應城(cheng)市(shi)(shi)發(fa)(fa)展新(xin)形勢、推動(dong)城(cheng)市(shi)(shi)高質量發(fa)(fa)展的(de)(de)(de)必然要(yao)求(qiu)。改(gai)革開放以來(lai),我(wo)國城(cheng)鎮化(hua)(hua)進程(cheng)波(bo)瀾壯闊,創造了世界(jie)城(cheng)市(shi)(shi)發(fa)(fa)展史上(shang)的(de)(de)(de)偉大(da)奇(qi)跡。2019年我(wo)國常住人口(kou)城(cheng)鎮化(hua)(hua)率60.6%,已經步入城(cheng)鎮化(hua)(hua)較快(kuai)發(fa)(fa)展的(de)(de)(de)中后期(qi),城(cheng)市(shi)(shi)發(fa)(fa)展進入城(cheng)市(shi)(shi)更(geng)(geng)新(xin)的(de)(de)(de)重要(yao)時期(qi),由大(da)規模增量建(jian)設(she)轉為存量提質改(gai)造和(he)增量結(jie)構調整并重,從“有沒有”轉向“好不(bu)好”。從國際經驗(yan)和(he)城(cheng)市(shi)(shi)發(fa)(fa)展規律看,這一(yi)時期(qi)城(cheng)市(shi)(shi)發(fa)(fa)展面臨許多新(xin)的(de)(de)(de)問(wen)題(ti)和(he)挑戰,各類風(feng)險矛盾突出。我(wo)們不(bu)僅要(yao)解決城(cheng)鎮化(hua)(hua)過程(cheng)中的(de)(de)(de)問(wen)題(ti),還要(yao)更(geng)(geng)加注重解決城(cheng)市(shi)(shi)發(fa)(fa)展本身的(de)(de)(de)問(wen)題(ti),制定實施(shi)相應政策(ce)措(cuo)施(shi)和(he)行動(dong)計劃(hua),走出一(yi)條內(nei)涵集約式高質量發(fa)(fa)展的(de)(de)(de)新(xin)路。
(二(er))實施(shi)城(cheng)(cheng)市更新(xin)行動,是(shi)(shi)堅定實施(shi)擴(kuo)大(da)(da)內(nei)需戰略、構建(jian)新(xin)發(fa)(fa)展格局(ju)的(de)(de)重(zhong)要路徑(jing)。城(cheng)(cheng)市是(shi)(shi)擴(kuo)內(nei)需補短板、增投(tou)資促消費(fei)、建(jian)設(she)(she)強大(da)(da)國(guo)內(nei)市場的(de)(de)重(zhong)要戰場。城(cheng)(cheng)市建(jian)設(she)(she)是(shi)(shi)現代化建(jian)設(she)(she)的(de)(de)重(zhong)要引擎,是(shi)(shi)構建(jian)以國(guo)內(nei)大(da)(da)循環(huan)為主體(ti)、國(guo)內(nei)國(guo)際雙循環(huan)相(xiang)互促進的(de)(de)新(xin)發(fa)(fa)展格局(ju)的(de)(de)重(zhong)要支(zhi)點(dian)。我(wo)國(guo)城(cheng)(cheng)鎮(zhen)生產(chan)總值、固定資產(chan)投(tou)資占(zhan)全國(guo)比重(zhong)均接近90%,消費(fei)品零(ling)售總額占(zhan)全國(guo)比重(zhong)超85%。實施(shi)城(cheng)(cheng)市更新(xin)行動,謀(mou)劃推進一系列城(cheng)(cheng)市建(jian)設(she)(she)領域民(min)生工(gong)程和發(fa)(fa)展工(gong)程,有利于充分釋放我(wo)國(guo)發(fa)(fa)展的(de)(de)巨大(da)(da)潛力,形成(cheng)新(xin)的(de)(de)經(jing)濟增長點(dian),培育發(fa)(fa)展新(xin)動能,暢通(tong)國(guo)內(nei)大(da)(da)循環(huan),促進我(wo)國(guo)經(jing)濟長期持續健康發(fa)(fa)展。
(三)實施城(cheng)市(shi)(shi)更(geng)新行(xing)動(dong)(dong)(dong),是推(tui)動(dong)(dong)(dong)城(cheng)市(shi)(shi)開(kai)發(fa)(fa)建(jian)設(she)(she)方(fang)式轉(zhuan)(zhuan)型、促(cu)進(jin)經(jing)(jing)濟(ji)發(fa)(fa)展方(fang)式轉(zhuan)(zhuan)變的有效途(tu)徑。城(cheng)市(shi)(shi)建(jian)設(she)(she)是貫徹落(luo)實新發(fa)(fa)展理念(nian)、推(tui)動(dong)(dong)(dong)高質(zhi)量(liang)發(fa)(fa)展的重要載體。隨著(zhu)我國經(jing)(jing)濟(ji)發(fa)(fa)展由高速增長階段(duan)(duan)進(jin)入高質(zhi)量(liang)發(fa)(fa)展階段(duan)(duan),過去“大量(liang)建(jian)設(she)(she)、大量(liang)消耗、大量(liang)排放”和(he)過度房地產化的城(cheng)市(shi)(shi)開(kai)發(fa)(fa)建(jian)設(she)(she)方(fang)式已經(jing)(jing)難以為(wei)繼。實施城(cheng)市(shi)(shi)更(geng)新行(xing)動(dong)(dong)(dong),推(tui)動(dong)(dong)(dong)城(cheng)市(shi)(shi)開(kai)發(fa)(fa)建(jian)設(she)(she)方(fang)式從粗放型外(wai)延式發(fa)(fa)展轉(zhuan)(zhuan)向集約型內涵(han)式發(fa)(fa)展,將(jiang)建(jian)設(she)(she)重點由房地產主導的增量(liang)建(jian)設(she)(she),逐步(bu)轉(zhuan)(zhuan)向以提(ti)升城(cheng)市(shi)(shi)品質(zhi)為(wei)主的存量(liang)提(ti)質(zhi)改造(zao),促(cu)進(jin)資本、土地等要素(su)根據市(shi)(shi)場(chang)規律(lv)和(he)國家發(fa)(fa)展需求進(jin)行(xing)優化再配置(zhi),從源頭上促(cu)進(jin)經(jing)(jing)濟(ji)發(fa)(fa)展方(fang)式轉(zhuan)(zhuan)變。
(四)實施(shi)城(cheng)(cheng)(cheng)市(shi)(shi)更(geng)新(xin)行動(dong),是(shi)推(tui)動(dong)解(jie)(jie)決城(cheng)(cheng)(cheng)市(shi)(shi)發(fa)展中的(de)(de)突(tu)(tu)(tu)出(chu)(chu)問(wen)(wen)題(ti)和(he)(he)(he)短板(ban)、提(ti)升(sheng)人(ren)(ren)民(min)群眾(zhong)(zhong)獲得感(gan)幸福感(gan)安全(quan)感(gan)的(de)(de)重(zhong)(zhong)大舉措。在(zai)經濟高(gao)速(su)發(fa)展和(he)(he)(he)城(cheng)(cheng)(cheng)鎮化快速(su)推(tui)進過(guo)程中,我國(guo)城(cheng)(cheng)(cheng)市(shi)(shi)發(fa)展注重(zhong)(zhong)追(zhui)求速(su)度和(he)(he)(he)規模,城(cheng)(cheng)(cheng)市(shi)(shi)規劃建設(she)管理(li)“碎片化”問(wen)(wen)題(ti)突(tu)(tu)(tu)出(chu)(chu),城(cheng)(cheng)(cheng)市(shi)(shi)的(de)(de)整(zheng)(zheng)體(ti)性(xing)、系統性(xing)、宜居性(xing)、包容性(xing)和(he)(he)(he)生(sheng)長性(xing)不足(zu),人(ren)(ren)居環境質量(liang)不高(gao),一(yi)些大城(cheng)(cheng)(cheng)市(shi)(shi)“城(cheng)(cheng)(cheng)市(shi)(shi)病(bing)”問(wen)(wen)題(ti)突(tu)(tu)(tu)出(chu)(chu)。在(zai)這次新(xin)冠肺炎疫情中,城(cheng)(cheng)(cheng)市(shi)(shi)建設(she)領域(yu)的(de)(de)一(yi)些問(wen)(wen)題(ti)和(he)(he)(he)短板(ban)更(geng)加凸顯。通過(guo)實施(shi)城(cheng)(cheng)(cheng)市(shi)(shi)更(geng)新(xin)行動(dong),及時回應群眾(zhong)(zhong)關(guan)切,著力解(jie)(jie)決“城(cheng)(cheng)(cheng)市(shi)(shi)病(bing)”等突(tu)(tu)(tu)出(chu)(chu)問(wen)(wen)題(ti),補齊基礎設(she)施(shi)和(he)(he)(he)公共服(fu)務設(she)施(shi)短板(ban),推(tui)動(dong)城(cheng)(cheng)(cheng)市(shi)(shi)結構(gou)調整(zheng)(zheng)優化,提(ti)升(sheng)城(cheng)(cheng)(cheng)市(shi)(shi)品質,提(ti)高(gao)城(cheng)(cheng)(cheng)市(shi)(shi)管理(li)服(fu)務水平,讓人(ren)(ren)民(min)群眾(zhong)(zhong)在(zai)城(cheng)(cheng)(cheng)市(shi)(shi)生(sheng)活得更(geng)方(fang)便(bian)、更(geng)舒(shu)心、更(geng)美好。
二、實施城市更新行動的目標任務
實施(shi)城(cheng)(cheng)市(shi)(shi)(shi)更新行動,總體(ti)目(mu)標是建設宜居城(cheng)(cheng)市(shi)(shi)(shi)、綠色城(cheng)(cheng)市(shi)(shi)(shi)、韌性(xing)城(cheng)(cheng)市(shi)(shi)(shi)、智慧城(cheng)(cheng)市(shi)(shi)(shi)、人文城(cheng)(cheng)市(shi)(shi)(shi),不(bu)斷提升(sheng)城(cheng)(cheng)市(shi)(shi)(shi)人居環境質量、人民生活質量、城(cheng)(cheng)市(shi)(shi)(shi)競(jing)爭力(li),走出一(yi)條中國特色城(cheng)(cheng)市(shi)(shi)(shi)發展道路。主(zhu)要任務(wu)包(bao)括:
(一)完善(shan)城(cheng)(cheng)市(shi)(shi)空間結構。健(jian)全城(cheng)(cheng)鎮體(ti)系,構建(jian)(jian)以(yi)中(zhong)心城(cheng)(cheng)市(shi)(shi)、都市(shi)(shi)圈、城(cheng)(cheng)市(shi)(shi)群(qun)為主體(ti),大中(zhong)小城(cheng)(cheng)市(shi)(shi)和小城(cheng)(cheng)鎮協調發(fa)展的(de)(de)城(cheng)(cheng)鎮格(ge)局,落實重大區(qu)域發(fa)展戰略(lve),促進(jin)國(guo)土(tu)空間均(jun)衡開發(fa)。建(jian)(jian)立健(jian)全區(qu)域與(yu)城(cheng)(cheng)市(shi)(shi)群(qun)發(fa)展協調機制(zhi),充分發(fa)揮各城(cheng)(cheng)市(shi)(shi)比較優(you)勢,促進(jin)城(cheng)(cheng)市(shi)(shi)分工協作,強化大城(cheng)(cheng)市(shi)(shi)對中(zhong)小城(cheng)(cheng)市(shi)(shi)輻射帶動作用,有序(xu)疏解特大城(cheng)(cheng)市(shi)(shi)非核(he)心功(gong)能(neng)。推(tui)進(jin)區(qu)域重大基(ji)礎(chu)設施(shi)和公(gong)共服(fu)務設施(shi)共建(jian)(jian)共享,建(jian)(jian)立功(gong)能(neng)完善(shan)、銜接緊密的(de)(de)城(cheng)(cheng)市(shi)(shi)群(qun)綜(zong)合立體(ti)交通等現代設施(shi)網絡體(ti)系,提(ti)高(gao)城(cheng)(cheng)市(shi)(shi)群(qun)綜(zong)合承載能(neng)力。
(二)實施城(cheng)(cheng)市(shi)(shi)生(sheng)(sheng)態(tai)(tai)(tai)修復和(he)功能(neng)完善工程。堅持以(yi)資源環(huan)境承載(zai)能(neng)力為剛性約束條件,以(yi)建(jian)設(she)(she)(she)美好人(ren)居環(huan)境為目標,合理(li)確定城(cheng)(cheng)市(shi)(shi)規模、人(ren)口密(mi)度,優(you)化城(cheng)(cheng)市(shi)(shi)布局(ju),控(kong)制(zhi)特大城(cheng)(cheng)市(shi)(shi)中心城(cheng)(cheng)區建(jian)設(she)(she)(she)密(mi)度,促進公(gong)共服(fu)務設(she)(she)(she)施合理(li)布局(ju)。建(jian)立(li)連(lian)續完整的(de)生(sheng)(sheng)態(tai)(tai)(tai)基(ji)礎(chu)設(she)(she)(she)施標準和(he)政策體系(xi),完善城(cheng)(cheng)市(shi)(shi)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)統,保護城(cheng)(cheng)市(shi)(shi)山(shan)體自(zi)然風貌,修復河湖水系(xi)和(he)濕地等水體,加(jia)強(qiang)綠色(se)生(sheng)(sheng)態(tai)(tai)(tai)網絡(luo)建(jian)設(she)(she)(she)。補足城(cheng)(cheng)市(shi)(shi)基(ji)礎(chu)設(she)(she)(she)施短板,加(jia)強(qiang)各類生(sheng)(sheng)活(huo)(huo)服(fu)務設(she)(she)(she)施建(jian)設(she)(she)(she),增(zeng)加(jia)公(gong)共活(huo)(huo)動空間,推(tui)動發展城(cheng)(cheng)市(shi)(shi)新業態(tai)(tai)(tai),完善和(he)提(ti)升城(cheng)(cheng)市(shi)(shi)功能(neng)。
(三)強(qiang)(qiang)化歷(li)(li)(li)(li)史(shi)(shi)文(wen)化保(bao)護(hu)(hu),塑(su)造(zao)城市(shi)風貌(mao)。建(jian)(jian)立城市(shi)歷(li)(li)(li)(li)史(shi)(shi)文(wen)化保(bao)護(hu)(hu)與傳(chuan)承體系,加(jia)大歷(li)(li)(li)(li)史(shi)(shi)文(wen)化名勝(sheng)名城名鎮名村保(bao)護(hu)(hu)力度,修復山水城傳(chuan)統(tong)格局,保(bao)護(hu)(hu)具(ju)有(you)歷(li)(li)(li)(li)史(shi)(shi)文(wen)化價(jia)值的街區、建(jian)(jian)筑(zhu)(zhu)及(ji)其影(ying)響(xiang)地段的傳(chuan)統(tong)格局和風貌(mao),推進歷(li)(li)(li)(li)史(shi)(shi)文(wen)化遺產(chan)活(huo)化利(li)用,不(bu)拆除歷(li)(li)(li)(li)史(shi)(shi)建(jian)(jian)筑(zhu)(zhu)、不(bu)拆真遺存、不(bu)建(jian)(jian)假(jia)古(gu)董。全面開展城市(shi)設計(ji)工(gong)作,加(jia)強(qiang)(qiang)建(jian)(jian)筑(zhu)(zhu)設計(ji)管(guan)理(li),優化城市(shi)空間和建(jian)(jian)筑(zhu)(zhu)布(bu)局,加(jia)強(qiang)(qiang)新(xin)建(jian)(jian)高層建(jian)(jian)筑(zhu)(zhu)管(guan)控,治理(li)“貪大、媚洋、求怪”的建(jian)(jian)筑(zhu)(zhu)亂象,塑(su)造(zao)城市(shi)時代(dai)特色風貌(mao)。
(四)加強居(ju)(ju)(ju)住(zhu)(zhu)社(she)(she)區(qu)(qu)建(jian)設(she)。居(ju)(ju)(ju)住(zhu)(zhu)社(she)(she)區(qu)(qu)是城(cheng)市(shi)居(ju)(ju)(ju)民生(sheng)(sheng)活(huo)和城(cheng)市(shi)治理(li)(li)的基(ji)本單元(yuan),要以安全健(jian)康、設(she)施完(wan)善、管理(li)(li)有序為目(mu)標(biao),把居(ju)(ju)(ju)住(zhu)(zhu)社(she)(she)區(qu)(qu)建(jian)設(she)成(cheng)為滿(man)(man)足人民群眾日常生(sheng)(sheng)活(huo)需求的完(wan)整單元(yuan)。開(kai)展完(wan)整居(ju)(ju)(ju)住(zhu)(zhu)社(she)(she)區(qu)(qu)設(she)施補短板行動(dong),因地制宜對居(ju)(ju)(ju)住(zhu)(zhu)社(she)(she)區(qu)(qu)市(shi)政配(pei)套基(ji)礎(chu)設(she)施、公共(gong)(gong)服務(wu)設(she)施等進行改造和建(jian)設(she)。推(tui)(tui)動(dong)物業(ye)服務(wu)企業(ye)大力發(fa)展線上線下社(she)(she)區(qu)(qu)服務(wu)業(ye),滿(man)(man)足居(ju)(ju)(ju)民多樣化需求。建(jian)立黨委(wei)領導、政府組(zu)織、業(ye)主參與、企業(ye)服務(wu)的居(ju)(ju)(ju)住(zhu)(zhu)社(she)(she)區(qu)(qu)治理(li)(li)機制,推(tui)(tui)動(dong)城(cheng)市(shi)管理(li)(li)進社(she)(she)區(qu)(qu),提高物業(ye)管理(li)(li)覆蓋率(lv)。開(kai)展美好環境與幸福(fu)生(sheng)(sheng)活(huo)共(gong)(gong)同締造活(huo)動(dong),發(fa)揮居(ju)(ju)(ju)民群眾主體作用,共(gong)(gong)建(jian)共(gong)(gong)治共(gong)(gong)享美好家園。
(五)推進(jin)新(xin)型城(cheng)(cheng)市(shi)基礎設(she)(she)施(shi)建設(she)(she)。加(jia)(jia)快(kuai)推進(jin)基于信(xin)息化(hua)、數字化(hua)、智(zhi)(zhi)能(neng)化(hua)的(de)新(xin)型城(cheng)(cheng)市(shi)基礎設(she)(she)施(shi)建設(she)(she)和改造(zao)(zao),全面提(ti)(ti)升城(cheng)(cheng)市(shi)建設(she)(she)水平(ping)和運行(xing)(xing)效(xiao)(xiao)率。加(jia)(jia)快(kuai)推進(jin)城(cheng)(cheng)市(shi)信(xin)息模型(CIM)平(ping)臺建設(she)(she),打(da)造(zao)(zao)智(zhi)(zhi)慧(hui)城(cheng)(cheng)市(shi)的(de)基礎操作平(ping)臺。實(shi)施(shi)智(zhi)(zhi)能(neng)化(hua)市(shi)政基礎設(she)(she)施(shi)建設(she)(she)和改造(zao)(zao),提(ti)(ti)高運行(xing)(xing)效(xiao)(xiao)率和安全性能(neng)。協同(tong)(tong)發展(zhan)智(zhi)(zhi)慧(hui)城(cheng)(cheng)市(shi)與智(zhi)(zhi)能(neng)網聯汽車,打(da)造(zao)(zao)智(zhi)(zhi)慧(hui)出(chu)行(xing)(xing)平(ping)臺“車城(cheng)(cheng)網”。推進(jin)智(zhi)(zhi)慧(hui)社區(qu)建設(she)(she),實(shi)現社區(qu)智(zhi)(zhi)能(neng)化(hua)管理。推動智(zhi)(zhi)能(neng)建造(zao)(zao)與建筑工(gong)業化(hua)協同(tong)(tong)發展(zhan),建設(she)(she)建筑產(chan)業互聯網,推廣(guang)鋼結構(gou)裝配式等新(xin)型建造(zao)(zao)方式,加(jia)(jia)快(kuai)發展(zhan)“中國(guo)建造(zao)(zao)”。
(六)加強城鎮老(lao)舊(jiu)小(xiao)區(qu)改(gai)(gai)造。城鎮老(lao)舊(jiu)小(xiao)區(qu)改(gai)(gai)造是重大的民生工(gong)程和(he)發展工(gong)程。全(quan)面推進(jin)城鎮老(lao)舊(jiu)小(xiao)區(qu)改(gai)(gai)造工(gong)作(zuo),進(jin)一步摸(mo)清底數,合理確定改(gai)(gai)造內容,科學(xue)編制改(gai)(gai)造規劃和(he)年度改(gai)(gai)造計劃,有序組織實施,力爭(zheng)到“十(shi)四五”期末基本完(wan)成2000年前建成的需改(gai)(gai)造城鎮老(lao)舊(jiu)小(xiao)區(qu)改(gai)(gai)造任務。不斷健全(quan)統籌協調、居民參與、項(xiang)目(mu)推進(jin)、長效管理等機制,建立改(gai)(gai)造資(zi)金政府(fu)與居民、社會力量合理共擔機制,完(wan)善項(xiang)目(mu)審批(pi)、技術標準、存量資(zi)源整合利用、財稅金融土地(di)支持等配套政策,確保(bao)改(gai)(gai)造工(gong)作(zuo)順利進(jin)行。
(七)增強城(cheng)市(shi)防洪(hong)(hong)排澇(lao)能(neng)力。堅持系統思維(wei)、整體(ti)(ti)推(tui)進(jin)、綜合(he)治(zhi)理,爭取(qu)“十(shi)四五”期末城(cheng)市(shi)內澇(lao)治(zhi)理取(qu)得明(ming)顯成效。統籌區域(yu)(yu)流域(yu)(yu)生態(tai)(tai)環(huan)境治(zhi)理和(he)(he)(he)城(cheng)市(shi)建(jian)(jian)設(she)(she)(she),將山水(shui)林田(tian)湖(hu)草生態(tai)(tai)保護修復(fu)和(he)(he)(he)城(cheng)市(shi)開(kai)發(fa)建(jian)(jian)設(she)(she)(she)有(you)機結合(he),提升自然蓄水(shui)排水(shui)能(neng)力。統籌城(cheng)市(shi)水(shui)資源利(li)用和(he)(he)(he)防災(zai)減(jian)災(zai),系統化全域(yu)(yu)推(tui)進(jin)海綿城(cheng)市(shi)建(jian)(jian)設(she)(she)(she),打造生態(tai)(tai)、安全、可(ke)持續的城(cheng)市(shi)水(shui)循(xun)環(huan)系統。統籌城(cheng)市(shi)防洪(hong)(hong)和(he)(he)(he)排澇(lao)工作,科學(xue)規劃和(he)(he)(he)改造完善(shan)城(cheng)市(shi)河道、堤防、水(shui)庫、排水(shui)系統設(she)(she)(she)施,加快建(jian)(jian)設(she)(she)(she)和(he)(he)(he)完善(shan)城(cheng)市(shi)防洪(hong)(hong)排澇(lao)設(she)(she)(she)施體(ti)(ti)系。
(八)推(tui)進(jin)以縣(xian)城(cheng)(cheng)(cheng)為(wei)重(zhong)要(yao)載體的(de)城(cheng)(cheng)(cheng)鎮化(hua)建設(she)。縣(xian)城(cheng)(cheng)(cheng)是縣(xian)域經濟社(she)會發展的(de)中心和(he)城(cheng)(cheng)(cheng)鄉融合發展的(de)關(guan)鍵(jian)節(jie)點,在推(tui)動(dong)就地城(cheng)(cheng)(cheng)鎮化(hua)方(fang)面(mian)具有重(zhong)要(yao)作用。實施(shi)強縣(xian)工程,大(da)力推(tui)動(dong)縣(xian)城(cheng)(cheng)(cheng)提(ti)質增效,加強縣(xian)城(cheng)(cheng)(cheng)基(ji)礎(chu)設(she)施(shi)和(he)公共(gong)服務設(she)施(shi)建設(she),改善縣(xian)城(cheng)(cheng)(cheng)人居環(huan)境,提(ti)高縣(xian)城(cheng)(cheng)(cheng)承載能(neng)力,更好吸(xi)納農業(ye)轉(zhuan)移(yi)人口。建立(li)健全(quan)以縣(xian)為(wei)單元統籌(chou)(chou)城(cheng)(cheng)(cheng)鄉的(de)發展體系、服務體系、治(zhi)理體系,促進(jin)一二三產業(ye)融合發展,統籌(chou)(chou)布局縣(xian)城(cheng)(cheng)(cheng)、中心鎮、行政(zheng)村(cun)基(ji)礎(chu)設(she)施(shi)和(he)公共(gong)服務設(she)施(shi),建立(li)政(zheng)府、社(she)會、村(cun)民共(gong)建共(gong)治(zhi)共(gong)享機制。
三、完善住房制度
堅持房子是(shi)用來住(zhu)(zhu)的(de)、不是(shi)用來炒(chao)的(de)定位,著力解決住(zhu)(zhu)房結構性供給(gei)不足的(de)矛盾,完善住(zhu)(zhu)房市場體(ti)系和(he)住(zhu)(zhu)房保(bao)障體(ti)系,基本建立多主(zhu)體(ti)供給(gei)、多渠道保(bao)障、租購并舉的(de)住(zhu)(zhu)房制(zhi)度,推動實現全體(ti)人民住(zhu)(zhu)有所居。
(一)穩(wen)妥實(shi)施房(fang)(fang)地(di)產(chan)(chan)長效機制(zhi)方案。因城(cheng)施策,落實(shi)城(cheng)市(shi)主體責任(ren),健(jian)全(quan)政策協同機制(zhi)、省部市(shi)聯動機制(zhi)、監測預警(jing)機制(zhi)、市(shi)場(chang)監管機制(zhi)和輿(yu)論引導(dao)機制(zhi),建立房(fang)(fang)地(di)產(chan)(chan)金融審慎管理制(zhi)度,全(quan)面(mian)開展房(fang)(fang)地(di)產(chan)(chan)市(shi)場(chang)調控評價(jia)考(kao)核工作,著(zhu)力(li)穩(wen)地(di)價(jia)、穩(wen)房(fang)(fang)價(jia)、穩(wen)預期,促進房(fang)(fang)地(di)產(chan)(chan)市(shi)場(chang)平穩(wen)健(jian)康發展。
(二)完(wan)善住(zhu)(zhu)房(fang)(fang)保障(zhang)(zhang)體系(xi)。加(jia)快構建以公租(zu)(zu)房(fang)(fang)、保障(zhang)(zhang)性(xing)(xing)租(zu)(zu)賃(lin)住(zhu)(zhu)房(fang)(fang)和(he)共有產權住(zhu)(zhu)房(fang)(fang)為(wei)主體的住(zhu)(zhu)房(fang)(fang)保障(zhang)(zhang)體系(xi),結(jie)合城鎮(zhen)棚戶區改造(zao)和(he)老舊小區改造(zao),有效增加(jia)保障(zhang)(zhang)性(xing)(xing)住(zhu)(zhu)房(fang)(fang)供應(ying)。以解決(jue)新市民住(zhu)(zhu)房(fang)(fang)困難為(wei)出發點,大力發展租(zu)(zu)賃(lin)住(zhu)(zhu)房(fang)(fang),完(wan)善長(chang)租(zu)(zu)房(fang)(fang)政策,擴大小戶型、低租(zu)(zu)金的保障(zhang)(zhang)性(xing)(xing)租(zu)(zu)賃(lin)住(zhu)(zhu)房(fang)(fang)供給,探索支持利用(yong)集體建設用(yong)地按(an)照規劃建設租(zu)(zu)賃(lin)住(zhu)(zhu)房(fang)(fang)。
(三)完善土(tu)地(di)出讓收入分配機制。以(yi)(yi)住(zhu)房需(xu)求為導向配置土(tu)地(di)資源,增加住(zhu)房建(jian)(jian)(jian)設用(yong)地(di)供(gong)(gong)(gong)給,優化住(zhu)房供(gong)(gong)(gong)應(ying)(ying)結(jie)構。深(shen)化土(tu)地(di)供(gong)(gong)(gong)給側結(jie)構性改革,建(jian)(jian)(jian)立以(yi)(yi)需(xu)求定供(gong)(gong)(gong)給、以(yi)(yi)效益定供(gong)(gong)(gong)給的城市建(jian)(jian)(jian)設用(yong)地(di)供(gong)(gong)(gong)應(ying)(ying)機制,提高土(tu)地(di)利用(yong)效益。
(四)改革完善(shan)住房公積金(jin)制度(du)。擴大繳存(cun)范圍(wei),覆蓋新市民群(qun)體。優(you)化使用政策(ce),為發展租賃住房和城(cheng)鎮(zhen)老舊小區改造提供(gong)資(zi)金(jin)支持(chi)。進一(yi)步加強住房公積金(jin)管理信息化建設,提高監管服務(wu)水平。
(五)提(ti)升(sheng)住(zhu)(zhu)房(fang)(fang)品質(zhi)(zhi)。完(wan)善住(zhu)(zhu)房(fang)(fang)建(jian)設標(biao)準規范,加強質(zhi)(zhi)量安(an)全監管,提(ti)高住(zhu)(zhu)房(fang)(fang)設計和建(jian)造水(shui)平,建(jian)設功能完(wan)善、綠色宜居、健康安(an)全的高品質(zhi)(zhi)住(zhu)(zhu)房(fang)(fang),不斷改善人民群眾住(zhu)(zhu)房(fang)(fang)條件和居住(zhu)(zhu)環境。
四、提高城市治理水平
城(cheng)市(shi)(shi)治(zhi)理是國家治(zhi)理體系(xi)和治(zhi)理能(neng)力(li)現代化(hua)的重要內容,要大幅提升城(cheng)市(shi)(shi)科學化(hua)、精細化(hua)、智能(neng)化(hua)治(zhi)理水平,切(qie)實提高特大城(cheng)市(shi)(shi)風險(xian)防(fang)控能(neng)力(li)。
(一)創(chuang)新城市(shi)治理(li)(li)方式(shi)。運用新一代信息技術(shu)建設城市(shi)綜合運行管理(li)(li)服(fu)務(wu)平臺,加(jia)強對(dui)城市(shi)管理(li)(li)工(gong)作的統(tong)籌協調、指揮監(jian)督、綜合評價,推行城市(shi)治理(li)(li)“一網統(tong)管”。從群眾身(shen)邊小事抓起,以繡花功夫加(jia)強城市(shi)精細(xi)化管理(li)(li)。
(二)深化城(cheng)(cheng)市(shi)管理(li)(li)體制改革(ge)。建立健全黨委政府統籌協調、各部門協同(tong)合作、指揮順(shun)暢、運行高效的城(cheng)(cheng)市(shi)管理(li)(li)體系,堅持依法治(zhi)理(li)(li),注重運用法治(zhi)思維(wei)和法治(zhi)方(fang)式解決城(cheng)(cheng)市(shi)治(zhi)理(li)(li)突出問題,加(jia)強城(cheng)(cheng)市(shi)管理(li)(li)執法隊伍建設,推進(jin)嚴格規范公正文明執法。
(三)加強特(te)大城市(shi)治(zhi)(zhi)理(li)(li)(li)(li)中的風(feng)(feng)險(xian)(xian)防(fang)控(kong)。全(quan)面梳理(li)(li)(li)(li)城市(shi)治(zhi)(zhi)理(li)(li)(li)(li)風(feng)(feng)險(xian)(xian)清(qing)單,建立和完善(shan)城市(shi)安(an)全(quan)運行(xing)管理(li)(li)(li)(li)機制(zhi),健全(quan)信息互通、資(zi)源共享、協調聯動的風(feng)(feng)險(xian)(xian)防(fang)控(kong)工作體系,實現對風(feng)(feng)險(xian)(xian)的源頭管控(kong)、過程監測、預報預警(jing)、應急(ji)處(chu)置和系統治(zhi)(zhi)理(li)(li)(li)(li)。實施城市(shi)建設安(an)全(quan)專項整治(zhi)(zhi)三年(nian)行(xing)動,加強城市(shi)應急(ji)和防(fang)災(zai)減(jian)災(zai)體系建設,綜(zong)合治(zhi)(zhi)理(li)(li)(li)(li)城市(shi)公共衛生和環境(jing),提(ti)升城市(shi)安(an)全(quan)韌性(xing),保障人民生命財(cai)產安(an)全(quan)。
五、實施城市更新行動要做到“六個必須”
(一(yi))必須加(jia)強(qiang)(qiang)黨(dang)對城(cheng)市工作的(de)領(ling)導。深入學(xue)習貫(guan)徹習近平(ping)總書(shu)記關于城(cheng)市工作的(de)重要論述和指(zhi)示批示精神,進一(yi)步增強(qiang)(qiang)“四個意識”,堅定“四個自信”,做到“兩個維護”,全(quan)面加(jia)強(qiang)(qiang)黨(dang)的(de)領(ling)導,發揮黨(dang)總攬全(quan)局(ju)、協調各方的(de)領(ling)導核心作用,建立(li)健全(quan)黨(dang)委統(tong)一(yi)領(ling)導、黨(dang)政齊(qi)抓(zhua)共管的(de)城(cheng)市工作格局(ju)。
(二)必須堅持以人(ren)(ren)(ren)民為(wei)中心的發(fa)展(zhan)(zhan)思想。堅持人(ren)(ren)(ren)民城(cheng)(cheng)市人(ren)(ren)(ren)民建、人(ren)(ren)(ren)民城(cheng)(cheng)市為(wei)人(ren)(ren)(ren)民,滿(man)足人(ren)(ren)(ren)民群眾對城(cheng)(cheng)市宜居(ju)生活的新(xin)期(qi)待,著力解決(jue)城(cheng)(cheng)市發(fa)展(zhan)(zhan)過程中的不平衡(heng)不充(chong)分問(wen)題,創(chuang)造(zao)優(you)良人(ren)(ren)(ren)居(ju)環境,始(shi)終做(zuo)到城(cheng)(cheng)市發(fa)展(zhan)(zhan)為(wei)了人(ren)(ren)(ren)民、城(cheng)(cheng)市發(fa)展(zhan)(zhan)依靠人(ren)(ren)(ren)民、城(cheng)(cheng)市發(fa)展(zhan)(zhan)成果由(you)人(ren)(ren)(ren)民共(gong)享(xiang),不斷實現人(ren)(ren)(ren)民對美(mei)好(hao)生活的向往(wang)。
(三)必須堅(jian)定不移貫徹新發(fa)(fa)展(zhan)(zhan)理念。適(shi)應我國(guo)經(jing)濟由高(gao)速(su)增長階(jie)段(duan)轉向高(gao)質(zhi)量(liang)發(fa)(fa)展(zhan)(zhan)階(jie)段(duan),轉變城市(shi)發(fa)(fa)展(zhan)(zhan)方式,將創新、協調、綠色、開放、共享(xiang)的(de)新發(fa)(fa)展(zhan)(zhan)理念貫穿實(shi)施(shi)城市(shi)更(geng)新行動(dong)的(de)全過程和各方面,推動(dong)城市(shi)實(shi)現(xian)更(geng)高(gao)質(zhi)量(liang)、更(geng)有效率、更(geng)加公平、更(geng)可持(chi)續、更(geng)為安全的(de)發(fa)(fa)展(zhan)(zhan)。
(四)必(bi)須堅持“一(yi)個尊重(zhong)、五個統(tong)籌(chou)”。認(ren)識、尊重(zhong)、順應城(cheng)(cheng)市(shi)發(fa)展(zhan)規律,樹立正確(que)的(de)(de)(de)(de)發(fa)展(zhan)觀(guan)和政(zheng)績觀(guan),統(tong)籌(chou)城(cheng)(cheng)市(shi)工(gong)(gong)作(zuo)的(de)(de)(de)(de)各個方(fang)面各個環節,整合各類資(zi)源(yuan),調(diao)動各方(fang)力量(liang),提高城(cheng)(cheng)市(shi)工(gong)(gong)作(zuo)水平,不斷增強城(cheng)(cheng)市(shi)的(de)(de)(de)(de)整體性(xing)、系(xi)統(tong)性(xing)、生長性(xing),提高城(cheng)(cheng)市(shi)的(de)(de)(de)(de)承載力、宜(yi)居(ju)性(xing)、包容度。
(五(wu))必須加快改(gai)(gai)革(ge)(ge)創(chuang)新步(bu)伐(fa)。堅定不(bu)移深(shen)化改(gai)(gai)革(ge)(ge),加快完善(shan)城(cheng)市(shi)(shi)規劃建(jian)設(she)管理體(ti)制(zhi)(zhi)機(ji)(ji)制(zhi)(zhi),形成(cheng)一整套與大規模存量(liang)提質(zhi)改(gai)(gai)造相(xiang)適應(ying)的體(ti)制(zhi)(zhi)機(ji)(ji)制(zhi)(zhi)和政策(ce)體(ti)系(xi),健全社(she)會(hui)公(gong)眾滿意度評價和第(di)三(san)方考評機(ji)(ji)制(zhi)(zhi),推動(dong)城(cheng)市(shi)(shi)發展質(zhi)量(liang)變革(ge)(ge)、效率變革(ge)(ge)、動(dong)力(li)變革(ge)(ge),促進(jin)城(cheng)市(shi)(shi)治理體(ti)系(xi)和治理能力(li)現(xian)代化。
(六)必須(xu)用統(tong)(tong)籌的(de)方(fang)法系統(tong)(tong)治(zhi)理(li)“城(cheng)(cheng)市(shi)病”。把城(cheng)(cheng)市(shi)作為(wei)“有(you)機(ji)(ji)生命體”,建(jian)立完善(shan)城(cheng)(cheng)市(shi)體檢評估機(ji)(ji)制,統(tong)(tong)籌城(cheng)(cheng)市(shi)規劃建(jian)設管理(li),系統(tong)(tong)治(zhi)理(li)“城(cheng)(cheng)市(shi)病”等(deng)突(tu)出問題。把城(cheng)(cheng)市(shi)作為(wei)巨型復(fu)雜系統(tong)(tong)來統(tong)(tong)籌安排各(ge)方(fang)面的(de)工作,持(chi)續推(tui)動城(cheng)(cheng)市(shi)有(you)機(ji)(ji)更新(xin),促進城(cheng)(cheng)市(shi)全生命周(zhou)期的(de)可持(chi)續發(fa)展。
